| Clay County authorities have arrested James Edward Neal, Jr. 24, and charged him with sexual assault, 3rd degree. Neal is being held in Central Regional Jail with bond set at $500,000. James Anthony Ramsey, 30, has been charged in Gilmer County with domestic battery. He is in Central Regional Jail.
