Two men trying to rescue dogs from rising flood waters had to be rescued themselves when the boat they were using capsized. The incident near Billings was only part of a flurry of activity Wednesday morning as high water wreaked havoc around the county. "Our dispatchers are constantly getting calls," Tim Daniels, deputy director of the Roane County Office of Emergency Services and 911, said Wednesday morning. "It's the worst in quite some time."
