HIGH SPEED GUNFIRE CHASE - Court records describe a chaotic, high-speed pursuit in Kanawha County in which the suspects’ vehicle nearly collided with oncoming traffic multiple times and one of the suspects fired shots at a deputy’s cruiser.

Brandon Dewayne Shaffer, 28, of Charleston is charged with wanton endangerment and Scotty Lee Shaffer, 30, of Charleston is charged with fleeing with reckless indifference to the safety of others, according to criminal complaints filed in Kanawha County Magistrate Court.

The complaint said a deputy was attempting to make a traffic stop on a pickup truck about 6:55 p.m. Monday in the area of Sissonville Drive and Clearview Heights Road in the Sissonville area.

After the deputy initiated his lights and sirens, the suspect vehicle took off north on Sissonville Drive. The complaint said the driver, later identified as Scotty Lee Shaffer, drove at 85 to 90 mph in a 45-mph zone.

The suspect also passed numerous vehicles in no passing zones and nearly collided with oncoming traffic multiple times, the complaint said. One of the vehicles that was nearly struck was an unmarked police vehicle.

In the area of Sissonville Drive and Grapevine Road, the passenger of the vehicle, later identified as Brandon Dewayne Shaffer, fired shots at a deputy’s patrol vehicle, the complaint said.

The vehicle continued out Grapevine Road, turned onto Coolbrook Drive and went around a large gate in the roadway and then off the roadway onto ATV trails. The deputy was no longer able to continue his pursuit became of damage to his patrol vehicle.

Additional police officers arrived to track the vehicle through the woods, and the vehicle was located. Charleston Police Department’s K-9 began to track the area the vehicle was located toward Thomasson Road.

Officers received tips that the vehicle had been occupied by the one or both Shaffers. The complaint said officers found Brandon Shaffer near his mother’s residence on Thomasson Road, and he was still in possession of a firearm. Scotty Shaffer was located and detained near Sissonville Memorial Gardens.

During an interview with officers, Brandon Shaffer said he was not trying to harm the officer when he fired shots and was just trying to immobilize the cruiser, the complaint said. He said he fired two shots toward the cruiser’s radiator through the busted rear window of the suspect vehicle.

Both suspects are currently being held at South Central Regional Jail. No bond was listed for Brandon Shaffer, while Scotty Shaffer was being held on a $50,000 cash only bond.

PUTNAM STABBING - A woman is behind bars, accused of stabbing another woman in Putnam County Monday.

The incident happened on Frazier Lane in Red House.

Deputies said Jessica Lusher stabbed the woman in the arm.

Lusher is charged with malicious wounding and meth possession.

MARION GUNFIRE - Two people have been charged for having children in a vehicle while they fired shots at a residence in Marion County.

On Apr. 26, deputies with the Marion County Sheriff’s Department responded to a shots fired call in the area of Whetstone Road near Mannington, according to a criminal complaint.

When deputies arrived to speak with the caller, they observed a silver Dodge Nitro drive past the house, and while it passed deputies “heard multiple gunshots being fired toward the residence,” deputies said.

Deputies saw “two individuals hanging out the car windows,” and then performed a “small pursuit,” at which point they made contact with Richard Craig, 36, of Fredricksburg, Ohio, who “admitted to firing shots toward the house,” according to the complaint.

Craig told deputies that he and the driver, Theresa Martin, 51, of Mannington, had planned “to fire rounds at the house,” and that the owner “was not home,” deputies said.

During the stop, deputies “observed two small children inside the vehicle,” and that “[t]hey were present during the shots fired,” according to the complaint.

Craig has been charged with wanton endangerment and conspiracy to commit a felony. He is being held in North Central Regional Jail.

Martin has been charged with gross child neglect and conspiracy to commit a felony. She is being held in North Central Regional Jail.
