The Magistrate Report contains information released by the Magistrate Court under public information
laws. The names of minors are withheld by the court if they have been declared "juvenile
cases," otherwise they are released. Newspapers and media under First Amendment constitutional law,
can print all names and ages if they choose, although most develop policies related to the protection of
victimized minors. The Herald generally does not print the names of individuals who have not been
served warrants, a request to the local Magistrate Court by the West Virginia State Police. The Herald,
by policy, does not print single worthless checks, but does publish names linked to multiple worthless
checks. Further questions about the Magistrate Report will be answered if request is submitted in writing

Kathy Tanner, DUI and driving left of center by J. W. Apgar on 2/1/03, bonded $500
and released.
Kevin L. Riley, DUI 2nd offense, no proof of insurance by Trooper J. B. Hunt on

Brad McCroskey, destruction of property by Deputy Carl Ballengee on 1/20/03,
bonded, plea of no contest, paid costs, restitution damage for tires $2310.
Joseph G. Lamont, petit larceny by State of WV on 1/11/03, plea being entered.
Kristopher Villers, hunting on posted property by DNR John Apgar on 12/2702, no
contest, assessed fine and cost.
Ottis Miller, illegal possession of wildlife/conspire to violate Chapter 20 by State of
West Virginia on 12/16/02.
