| A Roane County man Bobby Jay Helmick, 25, was charged Thursday with strangulation.
He was also charged with domestic battery and unlawful restraint.
He is in Central Regional Jail.
Roane authorities arrested Rodney Wayne Richmond, 39, as a fugitive from justice and was taken to Central Regional Jail. |
