REGIONAL ARRESTS (10/30/2019) Roane authorities arrested Franklin Darrell Ferrell, 38 and charged him domestic assault and battery and interference with emergency communications. They also charge Tiffany K. Goodwin, 29, with simple possession. They are in Central Regional Jail.
