RITCHIE COUNTY RETURNS 16 INDICTMENTS

The latest term of the Ritchie County grand jury returned indictments against 16 people, Monday.

Chester Baughman, 28 of Petroleum, was indicted on charges of murder, malicious assault and wanton endangerment involving a firearm. Baughman is accused of killing George Ruble, 26 of Wood County, in February, during an argument over a gas can.

Timothy Layfield, 40 of Cairo, was indicted for attempted murder, attempted malicious assault, four counts of wanton endangerment involving a firearm and one count of use of a firearm during the commission of a felony, all based on an incident in December 2018.

Kenneth Miracle, 25 of Pennsboro, was indicted on one count of sexual assault in the third degree from an incident in November 2018, another count of the same charge from February 2019 and a count of sexual abuse by a parent, guardian, custodian or person of trust, from the November 2018 incident.

Christian Richards, 20 of Camden, is also charged with third degree sexual assault from a May 2018 incident.

Steven Powell, 37 of Marietta, OH, was indicted on soliciting a minor via computer and use of obscene matter with intent to seduce a minor. Powell was arrested in April after state troopers said he tried to meet up with a 15-year-old girl, through Craiglist, for sex.

Randy Bartram, 41 of Smithville, was indicted on first and third degree arson charges, after state police said he set fire to a garage owned by his estranged girlfriend last February.

Jessica Bonnell, 35 of Cairo is facing six counts of possession of a controlled substance with intent to deliver. Sheriff's deputies allege that Bonnell had meth, fentanyl, marijuana and a host of prescription drugs in her vehicle last January.

Kyle Cooper, 40 of Cairo, was indicted on one count of malicious assault following an incident in January where state troopers said he attacked another man with a shovel handle.

Steven Lusk, 40 of West Union, was indicted on 31 charges including four counts of being a person prohibited from possessing firearms, possession of a controlled substance, receiving or transferring stolen property, destruction of property, trespassing, driving while suspended(third offense) and 22 various hunting related charges.

Additional indictments include:

Randall Luke Baker, 23 of Big Bend, for grand larceny in August 2018

Mindy Carder, 33 of Macfarlan, for breaking and entering in March 2019

Joshua Easton, 23 of Brohard, for two counts of receiving stolen property and for driving under the influence while revoked(third offense) in January 2019

Christopher Conlon, 27 of Harrisville, for driving under the influence while revoked(third offense) in April 2019

William J. Smith, Jr., 41 of Parkersburg, for driving under the influence while revoked(third offense) in February 2017

Jamie Lyons, 41 of Parkersburg, for two counts of counterfeiting, two counts of conspiracy and two counts of obtaining money in return for worthless checks

Jessica Pappas, 31 of Davisville, for two counts of counterfeiting, two counts of conspiracy and two counts of obtaining money in return for worthless checks
