GLENVILLE WOMAN BEATS CHILD WITH HORSE WHIP

(04/03/2019)
A Glenville woman has been charged after authorities said she admitted to beating a child with a horse whip.

According to a criminal complaint in Gilmer County Magistrate Court, officers responded to a home on Kelly Run Road after an adult called about the incident.

The caller told police that the victim and another child had gotten into an argument that led to a door of a dog crate breaking.

The victim told police that after the argument, Stephanie Hess, 36, got a horse whip and struck her on the legs and hand as punishment.

Officials said Hess later returned to the home and admitted to striking the child.

Hess is charged with child abuse resulting in injury.
