But the root problems extend far beyond the agency chief that Gov.Jim Justice just fired.
Of all 10 Department of Highways districts in the state, none consistently spent the goal of 70 percent on core maintenance. Thatâs according to a February audit by the Legislatureâs Performance Evaluation and Research Division.
This has happened for several years.
So far there has been no reasonable explanation for the deficiency.
