CHARLESTON SHOOTING - Charleston police are responding to a fatal shooting on Chandler Drive. Metro 911 dispatchers said the victim was shot in the head in the 1600 block of Chandler Drive at about 8:40 p.m. Thursday. Police say Joseph Wayne Barker and Kenneth "Donnie" Bays were acquaintances and had been in an altercation before the shooting happened in the 1600 block of Chandler Drive last night just before 9 p.m. Investigators say Barker shot Bays. Bays died at the scene. Barker was taken to SCRJ to await arraignment on a first degree murder charge.
