CLAY MAN ARRESTED AFTER VIOLENT CHILD NEGLECT

5/22/2027 - A Clay County man is charged with child neglect after court records said an officer caught him acting violently toward his son and then he resisted arrest.

Joshua Phillips, 34, of Bickmore was seen in a stairwell of his Montgomery apartment building about 5:30 a.m. Saturday, holding his son around the neck and holding a sharp object in his other hand, according to a criminal complaint filed in Kanawha County Magistrate Court.P> Officers said the child was crying and visibly upset. The complaint said officers told him to drop the object several times before he finally did.

The complaint said when an officer started to search the apartment and turned his back, Phillips charged at the officer and tried to bite and kick him.

Phillips also admitted to using heroin and methamphetamine that night, the complaint said.

Phillips is charged with child neglect resulting in injury.
