MINUTES REGULAR MEETING CALHOUN COUNTY BOARD OF EDUCATION At the Office of the Superintendent, Grantville, West Virginia; Monday, December 2. , 2002

MEMBERS PRESENT:
Ralph Cunningham, Richard Fitzwater, Carlene Frederick, Donald Harris and Burl Simers Ronald Blankenship, Secretary

ABSENT:
None

The meeting was called to order by President Fitzwater at 7:00 p.m.

MINUTES:
Mrs. Frederick moved and Mr. Harris seconded that the minutes of the November 18, 2002 meeting be approved. Motion carried unanimously.

REPORTS:
Mr. Cunningham reported on the November 18, 2002 CGCC Administrative Council meeting.
Mrs. Frederick reported on the November 20, 2002 RESA meeting.
Mr. Blankenship reported on the OEPA report for Arnoldsburg School.

OLD BUSINESS:
Mr. Cunningham moved and Mr. Simers seconded that the Board's 2002-2003 goals be approved as presented.

NEW BUSINESS:
Mr. Cunningham moved and Mr. Simers seconded that the Board enter into executive session at 7:04 p.m. for an expulsion hearing. Motion carried unanimously.
Mrs. Frederick moved and Mr. Simers seconded that the Board reconvene in regular session at 7:44 p.m. Motion carried unanimously.

Upon the Superintendent's recommendation, Mr. Cunningham moved and Mr. Fitzwater seconded that student 2002-03/01 be expelled for one calendar year. Motion carried unanimously.

Upon the Superintendent's recommendation, Mr. Simers moved and Mrs. Frederick seconded that the student expulsion hearing for student 2002-03/02 be postponed. Motion carried unanimously.

Mr. Cunningham moved and Mrs. Frederick seconded that the Board enter executive session at 7:48 p.m. for discussion of student 2002-03/03's hearing. Motion carried unanimously.
Mr. Simers moved and Mrs. Frederick seconded that the Board return to regular session at? 8:44 p.m. Motion carried unanimously.
Upon the Superintendent's recommendation, the Mr. Cunningham moved and Mr. Cunningham seconded that student 2002-03/03 be expelled for the remainder of the school year. Motion carried unanimously.

Mr. Cunningham moved and Mrs. Frederick seconded that the following new business be approved as presented:
1. Out-of-state conference request - Greg Cartwright and Tony Russell - Washington, DC

2. Volunteer Agreements:
a. Mervin Belcher - Pleasant Hill
b. Ella Mae Gherke - Pleasant Hill
c. Dolma Rathinam - Pleasant Hill

3. Lights On Proposals

4. Request from County Commission

5. Attendance Policy - On Comment
Motion carried unanimously with Mr. Simers voting no on Item 2a.

PERSONNEL:
Upon the Superintendent's recommendation, Mr. Cunningham moved and Mrs. Frederick seconded that the following matters be approved:
Resignation - Ernest Tingler - Tutor (Lights On)

Motion carried unanimously.

BOARD CONCERNS:
Committee of 55.
Condolences to the Gunn Family.

ADJOURNMENT:
Mr. Simers moved and Mr. Cunningham seconded that the meeting adjourn at 9:08 p.m. with the next meeting December 17, 2002 at the Arnoldsburg School. Motion carried unanimously.
