PARKERSBURG MAYOR UNDER FIRE OVER MISUSE OF FUNDS, AFFAIR - Police Remove Records From City Hall, Finance Director Charged With Child Neglect

Wednesday the WV State Police were removing files from Parkersburg's city hall, but reporters could not confirm whether or not the seizure of files is related to the confirmed investigation by the police into an alleged misuse and misrepresentation of city funds by Mayor Bob Newell.

Five female employees of the City of Parkersburg have reported to have filed lawsuits against the city.

The lawsuits claim that as a result of an alleged affair between Mayor Robert Newell and City Finance Director Ashley Flowers, they have been subjected to unwanted discussions about that relationship.

They also claim they have been subjected to conversations - both violent and sexual in nature - between Newell and Flowers.

A YouTube video has been circulated with a conversation between Newell and Flowers regarding their alleged affair.

Then, Finance Director, Ashley Flowers was arraigned in Wood County Magistrate Court Wednesday night, charged with two felony counts of child endangerment. Her bond is set at $100,000.

According to the criminal complaint, Flowers left her two 22-month-old twins in her unlocked vehicle while shopping at the Grand Central Mall.

Temperatures were in the mid-thirties at the time.

Records show officers received the call at 7:51 p.m. Flowers returned to her vehicle at 8:39 p.m.

In addition to the charges, Flowers is not allowed to have contact with her children.

Her lawyer, Matthew Devore, says, "These are baseless charges that are rather conveniently timed."
