Devon Toppings is the 2013 winner of the Melissa Oshoway Memorial Criminal Justice Scholarship.
Toppings resides Grantsville, and is the son of Tim and Connie Toppings and the late Marcella Toppings.
He is planning on continuing his education at Glenville State College.
The scholarship fund committee would like to thank Billie and Wanda Houchin, Carolyn Lane, Anita Harold Ashley and Mort and Mary Beth Titus for donations for the scholarship.
