Clay County has 61% without power, or 1,779.
Gilmer County has 21%, or 865.
Roane County has 19%, or 1,139.
Ritchie has 10%, or 673.
Wirt has 1%, or 45.
Gov. Earl Ray Tomblin has declared a state of emergency.
