TEXTING WHILE DRIVING ILLEGAL JULY 1 - Talking On Cell Phone Secondary Offense

Starting on July first, texting while driving will be a primary offense, which means you could be stopped and cited just for that. Talking on a handheld cell phone will become a secondary offense. That means you'll have to be stopped for something else to be cited. In July 2013, it will change to a primary offense.
