ROANE AUTHORITIES MAKE MULTIPLE DRUG ARRESTS - Oxycontin, Heroin And Marijuana

Roane County authorities have issued warrants and made multiple arrests regarding illegal drug trafficking.

The arrests are related to the illegal distribution or use of Oxycontin, heroin and marijuana.

A Newton resident, 19-year-old Troy Lee Moore, Jr. was arrested by the Roane County Sheriffs Department on Glory Road. Following a tip, officers discovered 17 marijuana plants growing in a flower bed with Miracle Grow sticks.

Moore, in a confession to the officers, said he had originally planted 40 marijuana plants, but some of them failed to grow, according to the complaint. Police said the street value would have been $50,000.

He was charged with cultivating marijuana.

Hannibal Taft Ryan, III, 36, of Market Street, Spencer, was charged by the Roane County Sheriffs Department with conspiracy to commit a felony and delivery a controlled substance.

The charges, according to the criminal complaint, are based on a controlled buy of Oxycontin.

David Wayne Blosser, 20, Market Street, Spencer, has been charged after the purchase of one Oxycontin pill for $70 from "a cooperating individual," according to a criminal complaint. His charges are possession of a controlled substance with intent to deliver and delivery of a controlled substance.

The Roane County Sheriffs Department arrested Stacy Nicole Spears, 26, Market Street, Spencer, with conspiracy to commit a felony and delivering a controlled substance, described as Oxycontin.

Christopher Boggs, 49, of Spencer was arrested after use of a video tape of a controlled buy of marijuana. "The cooperating individual making the buy used a video and audio recorder," says the complaint. Boggs is charged with conspiracy to possess marijuana and conspiracy to deliver marijuana.

Kevin Joseph Richardson, 27, of Simmons Street, Spencer, according to a criminal complaint, was arrested by officer M. P. King of the Roane County Sheriffs Department for selling heroin on two separate occasions.

Police said one of the controlled purchases was made at a parking lot at Spencer Middle School, and another was made on Simmons Street.

According to the complaint 4 "stamps of heroin" was purchased at $25 each during the two controlled buys.

Richardson has been charged with possession of a controlled substance and two charges of delivery of a controlled substance.

Jess W. Nicholas, 47, of Gandeeville, was charged with possession of a controlled substance with intent to deliver and delivery of a controlled substance, the criminal complaint identified the substance as Roxycontin.
