An investment information website, MonetRates.com, rates West Virginia 9th from the bottom in making a living. Virginia is the fourth-best state for making a living. Then site says Virginia's has high wages, a low unemployment rate and strong financial institutions. The site ranks Illinois, Washington and Texas ahead of Virginia. It analyzed average state wages, unemployment and tax rates and the cost of living. West Virginia generally ranks near the bottom in per capita and median income.
