Vietnam Wall drawing regional visitors Downtown Spencer alive with festival goers Today is a big day for the 56th West Virginia Black Walnut Festival in Spencer, with dozens of special events and activities. The Vietnam Traveling War Memorial has been drawing a large number of visitors. Art & Photo Show at the National Guard Armory. Craft Show at the National Guard Armory. Quilt Show at the Chandler Building Eastern Star, baked goods, knives, black walnut candy at the National Guard Armory.
