"ALL PAPERWORK IN" FOR $5.2 MIL WATER PROJECT - Commission Dealing With Increased Health Insurance Costs

(05/12/2009)
Fred Rader of the Mid-Ohio Valley Regional Council told Calhoun commissioners "All the paperwork is in," for the $5.2 million 21 mile water project that extends from Russett to Chloe.

"Hopefully, in a month or so, the project will be put out for bids," Rader said.

The Mt. Zion PSD told the commission earlier this year the project had been stuck for about a year, which resulted in intensive efforts by the commission and the PSD to get it moving again.

The commission discussed a number of budget issues facing the county, not the least being the ever increasing PEIA health insurance carried on county employees and by most elected officials.

The county's elected officials, at the commission's request, cut their annual budgets by 2%.

The commission will make a determination on how to deal with the insurance shortfall in June.

A long-planned move to combine the county's 911 Director and Office of Emergency Service position was unanimously approved. The job, which pays $25,000 with benefits, will be advertised.

The new position will take effect in July, with current 911 Director Gary Buchanan resigning, but agreeing to continue the addressing project on a part-time basis until it is in place.

OES Director Kathy Wood reported that seven county homes received flood damage, with a report on the damage being submitted to state officials. Wood told commissioners a second trash bin is being placed at the Arnoldsburg Community Park for flood debris.

Dave Roberts, representing the E-911 Advisory Board of Wirt County spoke to the commission regarding addressing problems near the Wirt-Calhoun lines.

The commission approved to move ahead with an agreement with Spencer attorney Richard Frum to serve as a Fiduciary Commissioner for the county, after local attorneys indicated they could not perform in the capacity.

The commission approved the formation of a new county board, the Local Emergency Services Council, as required by state code.

Erica Toney was approved as a part-time 911 dispatcher.

A number of budget revisions were approved.

Diane Ludwig, speaking for the LK Area Development Council, said despite serious economic problems, there are several parties interested in business expansion.

The commission approved the sale of Windjammer Cable.

The next commission meeting is set for June 15 at 9 a.m.
