ROAD REPAVING FEELING BIG PINCH

West Virginia's paved highways are in the worse shape they've been in for years.

As the oil crisis continues, the cost of repaving is causing a big pinch.

The Kentucky Department of Transportation is now looking at ways to pave roads without using asphalt.

The primary material in asphalt is an oil based product.

The West Virginia Department of Transportation has been moving away from their agency providing highway improvements other than core maintenance, contracting or outsourcing most of the improvements.

That is based on the questionable assumption that private providers can provide the materials much cheaper, rather than the DOH getting into highway improvement business themselves.

With declining gasoline tax revenues, the problem is made worse.
