POLICE SHOOT MAN AFTER HE OPENS FIRE - A man was killed by State Police Monday in Mingo County after he fired at troopers and made verbal threats during a three-hour stand-off.

Howard Stanley, 46, entered the Ben Creek residence of Eugene Cline about 4:30 p.m., near Wharncliffe.

Cline went to a neighbor's house and called police after Stanley started making threats with a rifle he found in Cline's home.

When State Police arrived, they say Stanley came out of the residence and then went back in. He came out a second time and fired at the troopers.

Making a third appearance, Stanley came out making verbal threats and firing at the policemen. The troopers returned fire and killed him.

An autopsy is being performed.

Sergeant Jay Powers says two separate investigations are underway. There are separate criminal investigations and administrative investigations.

SHOTS FIRED IN DOWNTOWN CHARLESTON - Two men were arrested Sunday morning for firing several shots on Capitol Street. Several people told police the men inside a Dodge Charger fired the shots.

Police chased the car to Park Avenue on the West Side, when four people jumped out of the car and fled.

Police caught the driver and a passenger, Paul Miller and Kevin Lamore, both with California addresses. The two other passengers in the car escaped.
