Twenty-nine-year-old Jeremiah Phillips of Elkins died at a Morgantown hospital Saturday afternoon, a day after he was thrown from his ATV near Beverly. Phillips' death brought West Virginia's all-terrain-vehicle-related death toll to a record high of 52. State Police Sergeant G.L.
