Sgt. T. D. Corbitt of the WV State Police says Charles Richard "Bucky" Bell. 39, of Annamoriah, shot William Edward Kent Vandal, Jr. early last Sunday morning after he went to a vehicle and retrieved a firearm.

Bell reportedly shot Vandal with a .44 magnum in the left arm pit and chest area.

The State Police have charged Bell with attempted murder.

Sgt. Corbitt said he obtained statements from three witnesses who said Bell had been involved in a physical altercation with Vandal.

Corbitt quoted witnesses saying Bell approached Vandal and said "I know how to get rid of these m----r f-----g guys. I'll shoot them between the eyes."

The incident happened in Ritchie County off Munday Road at what was described as a party.

Vandal was life-flighted to Charleston Area Medical Center, where he was listed in satisfactory condition Wednesday evening.

Bell has been released on $25,000 bond.
