ED-WATCH: STATE'S SCHOOL BUILDING AUTHORITY GETS TWO PAY RAISES

Gov. Joe Manchin is upset with the School Building Authority after their members voted 6 to 5 to grant pay raises to all agency employees, except the executive director, whose salary is set by the governor.

It was the second pay raise for SBA employees within weeks.

Employees got the $900 increase granted by legislators to all state workers in November.

SBA members then voted 6 to 5 to give $26,000 in pay raises to nine office workers.

David Sneed, the authority's architectural services chief, received a $10,000 raise. He now makes $104,446 a year. The agency's chief financial officer, Garry Stewart, got a $3,874 raise to $83,900.

The lowest paid employee at the school-construction funding agency now makes $39,900 a year.

The staff members received salary increases that ranged from 2 percent to 10 percent.

Executive Director Clacy Williams, who makes $104,758 a year, was the only agency employee who didn't get a pay hike this week.
