GRANTSVILLE COUNCIL ACTING ON TRAILERS - Questions Regarding Municipal Court

A motion was passed to limit the size of garbage bags to 33 1/3 gallon, also limiting five bags per household.

A motion was passed regarding a revision of the town's budget.

Council voted to hire Melanie Davis, Marcus Davis, Tyson Price, Tia Satterfield, Jason Poling and Melissa Hartshorn as life guards for the town swimming pool, with Dustin Carpenter as an alternate.

Mayor Neil Blankenship said he was going to ride with the sanitation crew to learn about the operation first hand.

The Mayor presented the second reading of a trailer ordinance, which carried unanimously.

There was a lengthy public comment period:

Diane Bailey appeared and asked if she had to move her trailer because there was an issue about the flood plain ordinance. The mayor told Bailey if she would come in he would give her a copy of the ordinance. She advised the council she had called the town office and asked if she needed a building permit (for her trailer) and Pam Davis told her one was not needed.

Former Mayor Gary Knight appeared and said the flood plain ordinance could not be enforced.

Rose Knight wanted to know why the town did not have a municipal court, since Mayor Blankenship had attended the training.

Gary Knight said the State Code provides for a municipal court to enforce town ordinances. He said magistrates will not hear such cases. He said the court could charge $50 for court costs in addition to a fine, staying away from jail offenses.

Mayor Blankenship said he had talked with several mayors and they advised him against a municipal court.

Rose Knight said that some people were bringing their trash to town and putting it in dumpsters.

The town no longer sells tags for out-of-town trash.

Robert Petrosky felt the town should adopt a B & O tax of one or two cents and do away with parking meters. Bob Groves said the town had tried to do away with parking meters and it didn't work.

Charles Whipkey, council member, spoke about not being clear as to what kind of personnel information (payroll) council was entitled to see.
