A new report says West Virginians are paying 16 percent more for utilities today than they did a year ago. The report by the Public Service Commission blames the higher cost on a spike in natural gas prices. Last January, the average West Virginian paid about 192 dollars a month for water, electric, gas and telephone service. That figure is now about 223 dollars.
